आरसीएम बिजनस 100 % इन्वेस्टमेंट चिटफंड, मनी सर्कुलेशन पिरामिड स्कीम व लोटरी सिस्टम पर आधारित था
साथियों, मुख्यत कपड़ा बुनने की कंपनी के निदेशक टी. सी. छाबड़ा ने खुद व अपने परिवार को अरबपति बनाने के लिए बड़ी ही शातिर तरीके से एक के बाद एक नित नयी स्कीमों का ऐसा ताना-बाना बुना कि उपरी तौर पर भोले-भाले ग्रामीणों को क्या पढ़े-लिखों को भी यही लगता कि कंपनी अपने साथ जुड़ने वाले मेम्बर्स को बिना बिचोलियों के वाजिब दर पर सीधा सामान बेच रही हे और यदि वे मेम्बर्स अन्य लोगो में इस बात का प्रचार कर के उन्हें भी अपने साथ कंपनी का यदि सदस्य बना दे और वे सभी कंपनी का सामान खरीदना-बेचना शरु कर दे तो कंपनी उन्हें अपने बनाये बिजनस प्लान के नियमानुसार इस कार्य का उन्हें पारिश्रमिक भी देगी इसके साथ ही उनकी स्वयं की प्रति माह होने वाली खरीद और लायी गयी नई जोइनिंगो के आधार पर स्कीम के मुताबिक पॉइंट बनेंगे और हर 10 पॉइंट हो जाने पर जो 1000 /- रुपये का कमीशन सामान्यत इस स्कीम से पहले बनता था उसमे से 250/- रुपये (बाद में इसे भी 500/- कर दिया गया) “लोयल्टी बोनस” फंड के लिए काट कर शेष 750/- रुपयों (बाद में इसे भी 500/- कर दिया गया) का नियमानुसार कटोतिया कर उसके आरसीएम बिजनस एकाउंट में और तत्पश्चात इस एकाउंट में कुल 500/- रुपये हो जाने पर अगले माह तक उसके बेंक खाते में ट्रांसफर कर दिया जायेगा.
कंपनी ने जब यह “लोयल्टी बोनस” का फंडा बनाया तब मुख्यतः यह कहा गया कि एक निर्धारित तिथि तक कंपनी में जितनी भी “लोयल्टी बोनस” आइडिये आ जाएगी उनकी लाटरी निकाल कर वरीयता सूची बनायीं जाएगी और इस सूची में हर क्लब सदस्य के डाउन में निम्न सदस्यों की संख्या होने पर उन्हें उस फंड में से उनके लेवल अनुसार निम्न प्रकार से भुगतान किया जायेगा :-
1 लेवल – नीचे 4 सदस्य हो जाने पर – 250/- रूपए
२ लेवल – 4 के नीचे 16 सदस्य हो जाने पर – 750/- रूपए
३ लेवल – 16 के नीचे 64 सदस्य हो जाने पर – 5000/- रूपए
४ लेवल – 64 के नीचे 256 सदस्य हो जाने पर – 51000/- रूपए
और यह वरीयता सूची तय हो जाने के बाद क्लब सदस्य को इस “लोयल्टी बोनस” की अपनी सदस्यता बरक़रार रखने के लिए हर माह कम से कम 1000/- रुपयों का सामान अनिवार्य रूप से खरीदना पड़ेगा जिस पर फिर पॉइंट बनेगे और फिर 10 पॉइंट हो जाने पर जो 1000 /- रुपये का कमीशन बनेगा जिसमे से 500/- रुपये “लोयल्टी बोनस” फंड के लिए काट कर शेष 500/- रुपयों का नियमानुसार कटोतिया कर उसके आरसीएम बिजनस एकाउंट में और तत्पश्चात इस एकाउंट में कुल 500/- रुपये हो जाने पर अगले माह तक उसके बेंक खाते में ट्रांसफर कर दिया जायेगा व जिस माह उपरोक्त टेबल के अनुसार सदस्यों की संख्या उसकी जिस “लोयल्टी बोनस” आई डी के डाउन में हो जाएगी उस पर सदस्यों की संख्यानुसार बनने वाली “लोयल्टी बोनस” राशी का भुगतान भी किया जायेगा साथ ही मीटिंगों में कंपनी के कर्ताधर्ताओं एवं लीडरों द्वारा यह प्रचार भी किया गया कि इस “लोयल्टी बोनस” सिस्टम से जुड़ने वाले हर क्लब सदस्य को शीघ्र ही ये सभी लाभ प्राप्त हो जायेंगे.
यह कंपनी के द्वारा जारी कि गयी मुख्य “लोयल्टी बोनस” स्कीम थी जिसमें बाद में समय-समय पर कंपनी ने अपने फायदे के लिए इसमें कई नियम-उपनियम थोंपे एंव निश्चित संख्या हो जाने पर भुगतान करने वाली अपनी बात को गोल करके एक लोटरी सिस्टम ईजाद किया गया एंव इस “लोयल्टी बोनस” फंड में से लोटरी के भाग्यशाली क्लब विजेताओं को तीन तरह से क्रमश 51000/-, 5000/-, व् 1000/- रुपयों का लाभ देना शरु किया गया वरीयता से लाभ देने की बात को ठन्डे बस्ते में डाल दिया गया. फिर कुछ समय बाद कंपनी के निरंकुश कर्ताधर्ताओं ने इस लोटरी योजना के भुगतान को “लोयल्टी बोनस” फंड से देने की बजाय कंपनी के मासिक बिजनस वाल्लयुम के 5% फंड से जोड़ दिया जिसमे इंश्योरेंस और नयी जोइनिंग का बिजनस वाल्लयुम सम्मलित नहीं था, कंपनी ने अपने प्लान चेंज करने का सफ़र जारी रखा और लोटरी का प्रथम पुरस्कार की राशी को 51000/- से घटा कर 11000/- कर दिया यही नहीं मासिक बिजनस वाल्लयुम के 5% फंड को भी घटा कर 4- 3% तक कर दिया गया.
इस तरह मुख्य “लोयल्टी बोनस” स्कीम में इन्वेस्टमेंट* पर निश्चित तौर पर कम समय में लाभ मिलेगा का आधार, भरोसा दिला कर कंपनी ने लाखों की संख्या में नए सदस्य और “लोयल्टी बोनस” सदस्य बनाये बाद में पूरी तरह से स्कीम को चेंज कर के उन लाखों लोगो के साथ धोखाधडी व ठगी की हे.
* स्कीम में इन्वेस्टमेंट :- किसी भी व्यक्ति या सदस्य को उसको दी जाने वाली भुगतान योग्य धनराशी में से जबरदस्ती कुछ या आधी राशी कंपनी की स्कीम के लिए काट कर भुगतान करना में काटी गयी धनराशी एक तरह से कंपनी द्वारा अपनी स्कीम में उस व्यक्ति से कराया गया इन्वेस्टमेंट ही था और छल से कराया गया एसा इन्वेस्टमेंट जिसमें उस व्यक्ति की इक्छा-अनिक्छा का कोई महत्व ही नहीं था क्योकि उसके द्वारा कंपनी के बिजनस प्लान के अनुसार लाभ लेने के लिए हर माह खरीददारी करनी अनिवार्य थी और खरीददारी करने पर एक न एक दिन 10 पॉइंट बनने ही थे अंत “लोयल्टी क्लब” में उसका इन्वेस्टमेंट होना ही था, उसके चाहने न चाहने का कोई विकल्प कंपनी ने रखा ही नहीं था. इस तरह से आरसीएम बिजनस 100 % इन्वेस्टमेंट चिटफंड, मनी सर्कुलेशन पिरामिड स्कीम व लोटरी सिस्टम पर आधारित हो गया था जो की गेर क़ानूनी हे.
उपरोक्त बातें सारांश में लिखी गयी हे इसके विस्तृत प्रमाण के लिए हम आरसीएम कंपनी के निदेशक टी. सी. छाबड़ा और अधिकारीयों के द्वारा लिखे गए सभी “सेवक संवाद” को ऑन लाइन शीघ्र ही जारी कर रहें हे, कंपनी की उपरोक्त स्कीम से किस प्रकार लाखों की संख्या में लोग ठगे गए और यह कंपनी शुरू से ही हर तरह से हर स्तर पर आम अवाम जन को किस प्रकार ठग रही थी इस बात के भी शीघ्र और भी कई खुलासे किये जायेंगे ताकि आमजन लीडरों के बहकावे में नहीं आये और उन्हें क्या करना हे इस बात का सही निर्णय लेवे.
